CouchDB does not sync when connected to DSL line

Description

On a Normal DSL couch DB does not sync data unless i restart apach couch db service or restart the workstation.
Connection speed is 20Mb Down and 1Mb upload

When i switch to Mobile tethering the sync start with no issues

Steps to Reproduce

connect to a standard DSL with 1Mb upload max

Expected Behaviour

Sync data with a delay as upload is slow
