Cannot generate changelog due to secondary rate limits

Describe the bug

The project continues to grow in size, and we are running into rate limits (we have a limit of 1,000 requests per hour per repo). I will try and reduce the --cpus value to make it run slower, but maybe we should start looking for an alternate solution.

After reducing --cpus to 0.05 it is now failing with

This can be closed now that we have a custom Python script in the repo for producing the changeling. We no longer have any rate limit issues.
