This has the same issue as discussed in HDFS-13248.
Having to modify the lower levels of hadoop-commons is an indication.
We need to get to an agreement before moving forward with this.
The effort on HADOOP-16254 would be the way to go.

@Hexiaoqiao and @ayushtkn gave it a try last, we can try to see if we can get to an agreement again.
