[Bug][api] The admin user cannot view the UDF functions created by ordinary users in the workflow definition #3462

Ordinarily use xhh to create udf functions
The admin user enters the workflow definition page and creates a hive task. The udf function drop-down box does not display the udf function created by xhh

Which version of Dolphin Scheduler:
-[1.3.2-release]
