Add WebP support for image compression #301

This should be straight forward. If the Browser is Chrome > 9 or Opera > 10.10 
images should be compressed with WebP. I wold do it and submit a patch in this 
issue when i am done.

Now available in trunk.  Feel free to give it a try by enabling 
convert_jpeg_to_webp.  This is currently only enabled for recent Chrome and 
Opera releases (it's user-agent sensitive)
