combine_css and combine_javascript loses subdirectories occasionally #648

When CSS files are combined, it is possible that the combined CSS file will be 
served from the wrong directory.  This bug was introduced with version 1.3.

We will issue a patch ASAP.

A workaround is to disable combine_css and combine_javascript.  We will let you 
know when this is resolved.
