PNG files that are not photos will be lossy-converted to jpeg with 
convert_png_to_jpeg enabled (which is in core).  This noticeably degrades 
quality.

Conversely, with convert_png_to_jpeg, convert_jpeg_to_webp, and 
convert_webp_lossless, PNG files that *are* photos will be converted to webp 
lossless.  This leaves a lot of bandwidth-reduction on the table.
