This cherry-picks 4d55d51 for dev/1.3. Conflicts were resolved by adapting the routing optimization to the 1.3 device-string partition APIs. Validation: mvn -Ddevelocity.off=true -DskipTests spotless:apply -pl iotdb-core/datanode; mvn -Ddevelocity.off=true -DskipTests compile -pl iotdb-core/datanode.
