chore: bump superset-ui to 0.13.27

SUMMARY

This bumps all superset-ui packages that were released in the 0.13.27 batch.

TEST PLAN

• CI.
• Tested locally that all charts work.
• Made sure all resultType and resultFormat variations in the V1 chart data API still work properly.
• Made sure control panels for CountryMap and EventFlow work after being removed from superset-frontend.
