Need some ACE housekeeping functionality

We need to be able to crawl through the ACE set on the server and perform some housekeeping:

  • Remove ACEs which refer to principals that no longer exist on the server
  • Normalize principal URIs

caldamin may be the appropriate place to put this.

Better plan: remove support for the ACL method everywhere. Right now the only place where it is needed is drop box, which I think we can solve.
