If /etc/cups/lpoptions does not already exist and is created as a result of the root user running lpoptions, its mode is set according to root's umask. This might be either too loose or, more likely, too restrictive, resulting in file permissions of 600. This will prevent the intended default options from being used for user-submitted jobs.
