Add backend to discover network printers via SNMP.

Support snmp.conf file to set community name(s).

New branch created for this development: http://svn.easysw.com/public/cups/branches/snmp

Initial work has separated the getifaddrs/freeifaddrs emulation code to the CUPS API library (r5408) so we'll be able to do intelligent broadcasts...
