Add pwgto... filters to make CUPS emulating an IPP Everywhere printer completely #4266

A shared CUPS queue broadcasted via Bonjour has all properties of an IPP Everywhere except accepting input data in PWG Raster format (PDF and JPG are accepted though). So for full IPP Everywhere compliance pwgto... (preferably pwgtopdf) filters are needed.

Till,

We'll still want a PPD generator for infrastructure printers and to support sharing of them to clients, accounting, etc.

This is already solved in cups-filters (at least for non-Mac-OS-X). I have added the rastertopdf filter which takes PWG Raster as input and turns it to PDF, from where further filters convert it to whatever the physical printer needs. An appropriate conversion rule is added to cupsfilters.convs.

The CUPS-2.0.2/cupsfilters-1.0.68 combo on Ubuntu 15.04 is working very well with PWG Raster input. I have tested with the document-tests.sh script of the PWG IPP-Everywhere self certification kit and everything works except turning color input into grayscale (but this is probably the job of pdftopdf).
