make install fails on AIX 5.2 #796

Version: 1.1.21rc1

Make install fails on aix 5.2. Here's the last of the output:

Installing lpq.man in /opt/cups/1.1.21rc1/man/man1...

Installing lpstat.man in /opt/cups/1.1.21rc1/man/man1...
/bin/sh: 0403-057 Syntax error at line 1 : `;' is not expected.
gmake[1]: *** [install] Error 2
gmake: *** [install] Error 1

The problem appears to be that $(MAN3) is empty in man/Makefile, resulting in the syntax error. Also, $(CAT3) is empty and will cause "make install" to fail if only $(MAN3) is fixed. The MAN3/CAT3 problem is also encountered in man/fr/Makefile.

Configure command: ./configure --prefix=/opt/cups/1.1.21rc1
gmake is gnu make 3.80
Compiled with gcc/g++ 2.9-aix51-020209
Built on aix 5.2, maintenance level 3
