It isn't a Unicode problem, it is an encoding problem.
Pushing this to CUPS 1.2, as the current release does not manage the encoding of the printer name (i.e. it is in whatever locale encoding you are using, and not in UTF-8 exclusively)

I've noticed the same relatively minor problems as Luc when accessing the CUPS web interface with IE6 on Windows 98, but much worse when I use IE 5.1.7 on Mac OS 9 or ELinks 0.4.2 on Linux, where all accented characters on almost all pages (the positive exceptions are those documentation pages that use HTML code like é for character entities) are displayed incorrectly. Converting the templates in DATADIR/cups/templates/fr/ and the static HTML pages in DOCDIR/cups-1.1.21/fr/ to UTF-8 (with 'iconv -t utf-8') causes all pages to be displayed correctly in all three browsers.
