Issue Description:

Shared libraries in the swift distribution should be versioned with an SONAME under linux. This will help users upgrade libraries when ABI compatibility is not broken.

A good overview of shared library versioning is available here: http://packaging.ubuntu.com/html/libraries.html

I have attached a patch that adds versioning of shared libraries for the standard library, foundation, and xctest.
