Issue Description:

I cloned the issue because it's still happening to me. When building my test target, with code coverage on, and using SPM for my dependencies, I'm facing the following issue

My configuration:

Xcode version 13.1 (13A1030d)

swift-driver version: 1.26.9 Apple Swift version 5.5.1 (swiftlang-1300.0.31.4 clang-1300.0.29.6)
Target: x86_64-apple-macosx11.0

Output:

Undefined symbols for architecture arm64:
  "___llvm_profile_runtime", referenced from:
      ___llvm_profile_runtime_user in Segment.o
ld: symbol(s) not found for architecture arm64
clang: error: linker command failed with exit code 1 (use -v to see invocation)

and

Undefined symbols for architecture arm64:
  "___llvm_profile_runtime", referenced from:
      ___llvm_profile_runtime_user in Branch.o
ld: symbol(s) not found for architecture arm64
clang: error: linker command failed with exit code 1 (use -v to see invocation)

As soon I was disable test coverage, the problem goes away.
