[SR-14896] swift build --build-system xcode doesn't respect SWIFT_EXEC #4404

Issue Description:

swift build supports setting SWIFT_EXEC in the environment in order to control which Swift compiler is used. This works with the default native build system, but not with the xcbuild build system. The -toolchain and -sdk flags to swift build also seem to be ignored.

This is a particular problem for CI, especially because swift build automatically switches to the xcode build system when asked to build for more than one architecture at a time.
