Issue Description:

Swiftc crashes on this input:

$ cat z.swift 
func f0() -> Int {
    var stack = [Int]()
    func f1(_ n: Int = stack.count) -> Int {
        return n
    }
    return f1()
}

$ swiftc -c z.swift 
Global is external, but doesn't have external or weak linkage!
i8* ()* @_TFF1z2f0FT_SiauL_5stackGSaSi_
LLVM ERROR: Broken module found, compilation aborted!
