Issue Description:

As described in this forum thread, the following compiles:

func f(x a: Int, x b: Int) -> (y: Int, y: Int) {
    return (a, b)
}
print(f(x: 1, x: 2)) // prints (y: 1, y: 2)

I'm only able to check on
Apple Swift version 5.0.1 (swiftlang-1001.0.82.4 clang-1001.0.46.5)
where my example still compiles.

But feel free to close this issue if it's fixed in 5.1.
