Issue Description:

The compiler fails to compile the following code if it sits inside a xcframework.

```Swift
import Foundation
import Combine
public enum RecorderState: String {
case idle = "Idle"
case recording = "Recording"
case monitoring = "Monitoring"
}
public class BaseRecorder: NSObject, ObservableObject {
@published public var state = RecorderState.idle
func start() {
state = .recording
}
}
public class AutomaticRecorder: BaseRecorder {
override func start() {
super.start()
}
}
```

oliver.epper (JIRA User) I could not reproduce this. Can you provide a complete self contained project, which shows the issue?

Is this still an issue in Xcode 11.4.1?
