[SR-15445] swift test fails using Swift 5.5.2 on macOS 11: Library not loaded: @rpath/libswift_Concurrency.dylib #57750

Issue Description:

Running swift test in the Apodini repo’s PR#374 setting the deployment target to macOS 11 results in the following error with Swift 5.5.2 on macOS 11:

Merging module ApodiniTests
 Linking ApodiniPackageTests
 Build complete!
 xctest[14418:40935] The bundleApodiniPackageTests.xctestcouldnt be loaded because it is damaged or missing necessary resources. Try reinstalling the bundle.
 xctest[14418:40935] (dlopen_preflight(/Users/runner/work/Apodini/Apodini/.build/x86_64-apple-macosx/debug/ApodiniPackageTests.xctest/Contents/MacOS/ApodiniPackageTests): Library not loaded: @rpath/libswift_Concurrency.dylib

The issue also seems to happen on normal executables as discussed in this Swift Forums thread:

Unfortunately the workaround detailed in the "Update 2" response doesn't work for us as we need to run tests.
