Expose stats service

Currently voyager uses a separate stats service to expose HAProxy stats. This is done to ensure that these stats are not exposed outside the cluster. This is generally a non-issue if user is using Prometheus to extract the metrics and interact with them.

If use wants to access the HAProxy dashboard directly, this cloud be done via a port-forward (like kube dashboard does). The other option is to use NodePort or LoadBalancer type service or use the main service used to expose HAProxy. I think the port-forward approach will work well enough for manual investigation. We need to document that process.
