Please install .NET Core 3.1 on the appropriate images so we can all use it. 馃槂

This would be great :)

Temporary workaround for anyone else coming accross this is to install the SDK yourself before your build. I take no credit for the following as it's just modified from an older issue.

Yaml change:

...
image: Visual Studio 2019

install:
- ps: build/ci/appveyor/installDotnetCore3.1.ps1
...

Powershell script to install the SDK:

# Install .NET Core SDK 3.1 onto the appveyor build server.
# Workaround until they add it to the official image.
# src: https://github.com/appveyor/ci/issues/2746#issuecomment-444292816

Write-Host "Installing .NET Core 3.1 SDK..." -ForegroundColor Cyan
Write-Host "Downloading..."
