Encoding issue in man page #22

I installed aptly using apt on a fresh Ubuntu precise. man aptly gave me this:

Thanks for noticing, it seems to be a bug in ronn (https://github.com/rtomayko/ronn) which is used to produced man pages and appears with non-UTF-8 locale.

I also noticed that man page is installed in wrong location. I'll fix both of those in the next version.

It seems that I've found and fixed issue in ronn. See also rtomayko/ronn#21 rtomayko/ronn#83
