Automatically run `prepublish` or `prepublishOnly` scripts on `aragon apm publish` #430

馃殌 Feature

Would be great if an Aragon project could either share its npm publish hooks with apm publish, or have another script declared (e.g. apm-prepublish) that would be run automatically.

A lot of projects will, for instance, want to run truffle compile --all before publishing to npm and aragonPM.

Motivation

It's a pain to keep doing &&s in a publish script, and this also makes it a bit cleaner to share scripts between different jobs.
