Voting: give user indication that a vote's execution could fail if executed now #765

The frontend could test the evmscript embedded inside a vote to see if it'll execute, giving voters an advance indication that the vote might not be viable anymore (e.g. because there's not enough balance left in the Vault).

This could potentially be very slow, and we could design it as a second confirmation in the voting panel (e.g. on voting "yes", prompt with "This vote's execution would fail if it passed now, do you still want to vote?").
