I accidentally committed code to the master branch on nex3's repository. I didn't intend to. I only used the edit button, I thought this would create a fork of this repository, from which I would be able to create a pull request. Is this a repository which anyone can commit to?

Yeah, anyone can commit to this repo (hence the name anarki). If you're trying to make a change to the version of arc used by pg for HN and the other ycombinator apps, you should fork the official branch here, since that's a direct copy of arc3.1. The master branch here has diverged quite a bit since 3.1 came out.
