[Proposal] IDE Serial settings window

I'm often moving between projects and having to change serial settings.

If the serial settings were in a splash screen this would make life easier, i.e. click on Serial Settings menu item, a new window opens up with all the board and port settings, click apply, window closes.

Just to be a little clearer, at the moment changing any of the board/serial settings, the process is something like this:
click Tools
change board
click Tools
change serial port
click tools
change another serial setting ( depending on board chosen)
etc

My proposal is to have all the serial/board settings as a menu item that opens up in a separate window.
All the settings can be changed in this window, then clicking on an Apply button changes all the settings at once. The window could even be left open for easy access if you need to frequently switch boards.
