Report prometheus metrics only on change events instead of every 10 seconds

Reducing reporting frequency will greatly simplify how we can consume metrics in wavefront and will reduce cost significantly. For example, we can not use the rate function right now as duplicate datapoints result in 0 rate. ( this can potentially be filtered out, but it increases query complexity )
