Creates additional locales automatically

Creates additional locales automatically but change them only for a newly created user. Don't replace additional, but add another keyboard.

I run it on my Rock64.
Seems good enough, work as described: root still english, user created with country locale.
Keyboard layout added.
But how can I use it if I want? How to change layouts? Seems something like XKBOPTIONS="grp:alt_shift_toggle" have to be added to /etc/default/keyboard, but don't know what.

What locale will be proposed and choosen for multi-language countries? Like Canada (french, english), Spain (spanish, catalan, basque), Belgium (dutch, french, german) etc.
