Windows: fix arm.utils.get_fp() if the project path is a drive root #2286

From the Python documentation:

Note that since there is a current directory for each drive, os.path.join("c:", "foo") represents a path relative to the current directory on drive C: (c:foo), not c:\foo.

This was an issue if a project was stored at the root of a hard drive, thanks to the Discord user "karthiban" for reporting this :)
