This logic got lost in aa2fd32.
URLs used to be of the form: http://pepto-symbol.example.com/http://s3bucket.s3.amazonaws.com/foo Now they are of the form: http://pepto-symbol.example.com/foo The S3 bucket must be specified ahead of time via the S3_BUCKET environment variable. This allows our code to be considerably simpler.
It makes symbols on S3 easier to digest.
Visual Studio seems to stop requesting symbols from a server once it gets a 403.
No need for us to manually create a RoutingProxy.
We now display a super-lame error message instead.

Heroku only has node 0.4.x installed.
