Specifying a particular search engine with a bang makes sense (c.f. #1327, #1146). The bang is merged with the search term and is processed normally. Categories, however, are not processed the same way. They're an additional argument to the URL. Why was it done this way? How difficult would it be to alias them to bangs (!files, !video), or outright change them? What would the downstream impact be like?
