Add a keyboard shortcut to enable and disable this feature at will.

There will be a new Switch Nonactive Layers Opacity command available in v1.2.5, no default keyboard shortcut, but you will be able to configure it from Edit > Keyboard Shortcuts....

Add SwitchNonactiveLayersOpacity command (fix #1515)
This is a temporal solution but it's good enough for an experimental
feature.
