"Duplicate Cels" ignores layers in unexpanded layer groups #1727

"Duplicate Cels" only duplicates cels in expanded Layer Groups (constituent layers are shown in the Timeline). Layers in selected but unexpanded groups (layers "furled up") do not have their cels duplicated.

The problem can be worked around by expanding relevant Layer Groups before duplication, but the behaviour is still unexpected.

Note that the layers' pixels are visible in the Workspace and that this bug concerns the Timeline.
