Ctrl+Alt + drag mouse to change Brush Size changed direction from v1.3-beta14 to v1.3-beta15

The original behavior is that the Brush Size should increase in the given direction:

There is another related bug changing brush size using Ctrl+Alt but it's related to #3433 (when a mouse and a stylus is used at the same time we get confusing mouse positions from both devices at the same time).
