tooltips cause selecting tools require 1 or more extra mouse clicks.

What steps will reproduce the problem? 1.Click on a tool icon to expand more tool selections.
2.Hover over any tool in selection and wait for tooltip to pop-up.
3.without moving mouse, click to select new tool.
4.It requires one extra click to select tool. What is the expected output? What do you see instead? select tool on first click What version of the product are you using? On what operating system? beta3 (also in beta2) on Windows 8.1
