Quick layer/frame/cel copy handler is shown only when cursor is moved

Steps to reproduce:

• Select a layer
• Press and hold down the quick copy ('Alt' or 'option' key on macOS) and don't move the cursor.
• Result: the 'move' icon handler doesn't change to 'copy+move'.
