Your settings.py (https://github.com/ASKBOT/askbot-devel/blob/master/askbot/setup_templates/settings.py) template isn't older ?

Example, LOGGING configuration have a new syntax :
https://docs.djangoproject.com/en/1.5/topics/logging/#an-example

I think that you template is for Django 1.1, isn't it ?
