[Bug]: say.c Time announcement does not say o'clock for the French language #41

Issue Description

say.c does not play "digits/oclock" for the French language in ast_say_time_fr. It appears to be missing ast_waitstream. This code is present for other languages.

It also should use feminine for the minutes announcement, like it does for the hour.
