Radial position and velocity functions #782

This PR adds functions to calculate the element-wise radial distances and velocities between a set of points. This should be useful, for example, to calculate radial velocities of satellites with respect to their central. The newly added radial_distance and radial_distance_and_velocity functions differ from the already existing pairwise distance functions because these new functions only operate element-wise, allowing the calculation to be done in pure Numpy, without any Cython loops.
