Run several tests inside the manylinux deployment environment to investigate crashing issues under certain configurations.
Update pybind11 to 2.9.2.
Improve Python build dependencies detection based on recommendations in the pybind11 docs.
Cmake requirement is now 3.18. Note that you can install the current cmake version easily with conda or pip if necessary.
