Rely on Azure Pipelines instead of AppVeyor for Windows builds #19508

Closes #19253.

We've been using Azure Pipelines for Windows builds for about a year now, and AppVeyor seems to have gotten less reliable over the past year. This pull request removes the use of AppVeyor for Windows builds, and we'll instead rely on Azure Pipelines as the source of truth for our Windows builds.
