Description of the Change

The latest tree-sitter-c and tree-sitter-cpp added improved syntax highlighting for comments and added support for the __attribute__ keyword in c and c++.
We also get improved support for throw and noexcept in c++.

While testing this I found another issue with multi-line comments. I opened tree-sitter/tree-sitter-c#24 for this.
