<p><em>Background</em>: HCFA's web site is divided into twelve
Medicare and Medicaid-related topic areas. These topic areas
range from Public Affairs Information and Publications to
Statistics and Data. </p>
<p>In several of the topic areas, information is divided into two
tracks: Consumer Information and Professional/Technical
Information. This system was designed to help the user quickly
locate the information he or she needs. </p>
