<p><a NAME="constitution"></a></p>
<b><u><p>The Constitution of the Third Republic of Mali</u></b> </p>
<p><font SIZE="-1">Following the overthrow of President Moussa Traoré in March 1991, the
Constitution of June 1979 was suspended. A new Constitution was approved in a national
referendum on 12 January 1992.</font> </p>
<p><font SIZE="-1">The Constitution of the Third republic of Mali upholds the principles
of national sovereignty and the rule of law in a secular, multi-party state. The document
provides for the separation of the powers of the executive, legislative and judicial
organs of state.</font> </p>
<p><font SIZE="-1">Executive power is vested in the President of the Republic, who is
elected for five years by universal adult suffrage. The President appoints the Prime
Minister, who, in turn, appoints other members of the Council of Ministers.</font> </p>
<p><font SIZE="-1">Legislative authority is exercised by the unicameral National Assembly,
which is elected for five years by universal adult suffrage. Of the chamber's 129
deputies, 13 are elected to represent the interests of Malians resident abroad.</font> </p>
<p><font SIZE="-1">The Constitution guarantees the independence of the judiciary. Final
jurisdiction in constitutional matters is vested in a Constitutional Court.</font> </p>
<p><font SIZE="-1">The rights, freedoms and obligations of Malian citizens are enshrined
in the Constitution. Freedom of the press and of association are guaranteed.</font> </p>
