1999</p>
<p>DATE: JANUARY 20, 1999</p>
<p>INFORMATION: The U.S. Department of Education has developed a series of program
guidelines and time frames for grant applications for new programs authorized by the HEA,
and existing programs that received significant increases in funding. Similarly, the
Department of Commerce has released its grant applications for the FY 99 National
Telecommunications and Information Infrastructure Assistance Program (TIIAP). Several of
the DoED programs and the TIIAP may be of interest to urban institutions of higher
education. This information is also being provided by AASCU&#146;s Office of Federal
Programs. The initiatives are as follows:</p>
<p> Department of Education</p>
<p>Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP)</p>
<p>1. GEAR UP is a $120m HEA national effort to support early college awareness
activities. Funding for GEAR UP is to be split between state grants and partnership grants
with at least one third going to each. Local partnerships are to include a local college,
a high poverty middle school, and at least two other partners such as a nonprofit
organization, parent groups, businesses, etc. Partnerships should inform students and
parents about college options and financial aid; promote rigorous academic coursework
based on entrance exams; work with a whole grade level of students to raise expectations;
and start with 6<sup>th</sup> or 7<sup>th</sup> grade students and continue through
graduation with a comprehensive range of services. Collaborations between state and
partnership grant applicants are welcomed. The department will also be conducting
application workshops around the country starting in March. Applications will be available

<p>Learning Anytime Anywhere Partnerships (LAAP)</p>
<p>2. This $10m HEA grant program is intended to support partnerships that ensure that
high quality learning opportunities are available to distance education students. The
partnerships will develop model distance education programs and educational software and
find innovative measures of student achievement appropriate for distance education.
Eligible partnerships will include colleges, community based organizations, technical
institutes, school districts, and businesses. To apply, the lead applicant or fiscal agent
must be a non-profit organization. Technical assistance workshops will begin in mid-March.
Applications will be available on January 25, 1999 and the deadline for submissions will

<p>Improving Teacher Quality (HEA Title II)</p>
<p>3. This $75m initiative consists of three separate grant programs: (a) partnership
grants for improving teacher education; (b) state grants; and © teacher recruitment
grants. The partnership grants are for five years while the state and teacher recruitment
grants are for up to three years. Interested institutions must have a school of Arts and
Sciences as part of its partnership. Technical assistance workshops will begin in mid
February. Applications will be available on or before February 11, 1999. The deadline for

<p>21<sup>ST</sup> Century Community Learning Centers (CCLC): After School Programs</p>
<p>4. The 21<sup>st</sup> Century Community Learning Centers grant program for 1999 is
designed to provide grants to urban and rural schools and school districts working in
partnership with community organizations and other educational and youth agencies to
provide innovative learning opportunities outside the school environment. The department
expects to make approximately 300 awards totaling $100 million. The average size of
individual grants in 1998 was $365,000 and the typical grant supported at least three
centers. By statute the grant period cannot exceed three years. Preference will be given
to those applications proposing intend to use funds to address substantial problems in
Empowerment Zones or Enterprise Communities. Institutions interested in applying for these

<p>Technology Training for Tomorrow&#146;s Teachers</p>
<p>5. This initiative is a $75m effort to help ensure that tomorrow&#146;s teachers can
effectively integrate technology into their curricula, and understand the new styles of
teaching and learning. Approximately 200 grants will be supporting faculty development in
technology usage; support for state and local efforts to expand teacher technology
competency and content mastery that will become part of teacher certification and renewal;
creating technology-based teaching tools and resources; and providing field experiences
focused on teaching with technology. Three types of grants will be awarded under this
initiative: (a) capacity building grants; (b) implementation grants; and © catalyst
grants. These two to three-year grants are designed not only to improve teacher
preparation, but also to foster more collaboration across disciplines and among higher
education, elementary and secondary schools and the private sector. Applications will be

<p>Bilingual Education Professional Development</p>
<p>6. This is a $50m initiative for professional development for bilingual education.
There are three categories of grants available: (a) teachers and personnel grants - 5
years; (b) career ladder grants - 5 years; and training for all teacher grants - 3 years.
Applications will be available on January 22, 1999. The deadline for applications to be
submitted is varies depending on the grant program. There will be a technical assistance
workshop sponsored by the department on January 26-30, 1999 at the national Association of

<p>Department of Commerce</p>
<p>Telecommunications and Information Infrastructure Assistance Program (TIIAP)</p>
<p>1. The National Telecommunications Information Administration (NTIA) has announced the
sixth round of the Telecommunications and Information Infrastructure Assistance Program
(TIIAP). The program is designed to promote the development and widespread availability of
advanced telecommunications and information technologies to serve the public interest.
Some of the eligible entities include universities, non-profit organizations,
community-based organizations, public health providers, and public safety providers. There
is approximately $17 million available under the program for FY 99. The average TIIAP
grant awards have been around $350,000 for two to three years but an applicant may request
up to $650,000 in total support. Successful recipients under this program will be required
to provide matching funds toward the total project cost. The deadline for the submission
