A Japanese bill sponsored by the National Police Agency, the
Ministry of Posts and Telecommunications, and the Ministry of
International Trade and Industry (MITI) has been submitted to the
Diet after it was adopted at a Cabinet meeting on April 16. It is
expected to pass the Diet by the end of June. This bill will
outlaw unauthorized access to computer systems in Japan and will

We have received unconfirmed reports that the NATO action in
Yugoslavia will next move to shut down all internet access to the
country. <a
href="http://www.beograd.com/nato/archive/news/index.html">BeoNet</a>
was reporting that the US Government had ordered the shut down of
satellite feeds for Internet customers in Yugoslavia. This would
be in direct violation commercial contracts with Yugoslav ISPs, as
well as an attack on freedom of the Internet. Unfortunately we
are unable to get any confirmation of this story.
