The 1994 Communications Assistance for Law Enforcement Act (CALEA),
required telephone carriers to alter their networks to allow wiretapping
on digital lines by 25 October 1998. After receiving a bunch of complaints from
companies that said they could not meet that deadline, the FCC pushed
